Kelli Blaize-Wise
Federal Programs & Strategic Integration
Kelli Blaize-Wise is a senior federal and international program strategist with more than 20 years of experience designing and executing complex initiatives across the U.S. Department of Defense/War, HHS, CDC, VA, and global government partners. She specializes in translating strategic priorities into operational programs that bridge government, industry, academia, and non-profits.
Kelli joined Singletto as part of a DARPA Embedded Entrepreneur initiative, where she serves as the company’s lead liaison for federal programs and government partnerships. In this role, she supports the alignment of Singletto’s technology platform with defense, public health, and interagency innovation efforts.
Previously, Kelli served in senior executive leadership roles supporting high-level military and health officials, including as Executive Director for large-scale government programs and as founder of the Department of Defense Biotech Center (USUHS 4D Bio3). Across her career, she has overseen more than 100 defense programs and dozens of HHS and CDC programs globally, including leadership roles in emerging disease response and national COVID initiatives.
She is a trusted integrator between Congress, the White House, and federal agencies, helping align authorities, stakeholders, and funding mechanisms to enable execution at scale. Kelli has supported hundreds of clinical trials within DoD and VA systems and has helped secure and manage hundreds of millions of dollars in government and cost-shared funding.
Kelli holds a Bachelor of Science in Biology from Tarleton State University and pursued a Master of Public Health at Johns Hopkins University, focused on international program management and emerging disease response. Her certifications include PMP, CRA, and CCRP.
